The Colonel was the boss at the end of the Wild West level, in a shootout between Elijah Jones in his mining site. In his gallery profile it mentions he has strange allies; these strange allies are most likely the TimeSplitters.

• The level "Wild West" is inconsistent with American history when it says that The Colonel is a confederate, because the level takes place in 1853; it wasn't until 1861 that the Confederacy was created and the American Civil War began. This can easily be explained as an alternate reality or that the colonel was able to time travel, since it is a video game and not attempting to be historically accurate in any way, shape, or form.
